On April 19, 2019, the IRS issued a Revenue Procedure (Rev. Proc. 2019-19) that updated the Employee Plans Compliance Resolution System (“EPCRS”) and expanded the availability of the Self-Correction Program (“SCP”) to additional types of failures and additional types of correction methodologies. The expansion of SCP provides more opportunity to self-correct certain plan document failures, specified loan failures, and operational failures that require a retroactive amendment. This specialty session will address the details of the items covered by the EPCRS expansion, how this benefits plan sponsors, and the remaining questions and potential issues for plan sponsors that try to use SCP under Rev. Proc. 2019-19.

Patrick Blanchard is a Managing Director with Alvarez & Marsal in Denver, Colorado, where he assists clients with a variety compensation and benefits related issues. His experience includes assisting clients with correcting qualified plan operational failures under the IRS and DOL correction programs, various technical aspects of administering qualified retirement plans, performing pre-acquisition due diligence and post-acquisition operational integration, integration of benefits and payroll systems, assisting companies in identifying HR risk exposure in compensation and benefit plans with respect to mergers, acquisitions and spinoffs, and vendor change management. Mr. Blanchard is also an adjunct professor of Qualified Pension & Profit Sharing Plans in the University of Denver’s Graduate Tax Program and frequently speaks on qualified retirement plan compliance and administration
